If no deal is struck, many non-essential federal operations will be forced to close, and thousands of employees could be furloughed without pay. The longer the shutdown lasts, the greater the economic fallout: each week costs the U.S. economy billions, disrupts federal contracts, and undermines consumer and business confidence. Past shutdowns — including the 35-day standoff under Trump in 2018–2019 — showed how disruptive prolonged gridlock can be.

A Narrow Window and Limited Options

With the House not expected to return before October 1, pressure now rests heavily on the Senate and the White House4. Analysts warn that the options for compromise are shrinking quickly. Still, last-minute deals have been struck before — and the outcome may depend on whether a handful of lawmakers are willing to cross party lines to break the impasse.
