From the 1950s through 2000, intensive groundwater extraction around Beijing sent the local water table plunging in many places—by more than 20 meters in parts of the basin. The crisis triggered a set of coordinated responses that together nudged the system into recovery.

  • Large-scale water transfers: Beginning in 2003 the government built canals and pumping stations to bring wetter southern water to Beijing and neighboring regions. By 2015 those deliveries were supplying households, industry and landscape needs that had previously relied on groundwater.
  • Expanded water reuse: The city increased the use of reclaimed water, redirecting treated wastewater to irrigate green spaces, maintain rivers and replenish surface reservoirs.
  • Limits on deep pumping: After water transfers started, officials banned industrial withdrawals from deep, confined aquifers—preventing continued depletion of those older, slower-recharging stores.

The combined effect was tangible: shallow and deep aquifers began to rise, previously dry springs started flowing again, and irrigated agriculture remained productive without drawing down groundwater levels further. Beijing’s example demonstrates that engineered imports plus reuse and regulation can work together to reverse long-term decline.

Other city experiments: pipelines, temporary gains and long-term fixes

Not every recovery follows the same timeline. Some interventions provide temporary relief, while others require repeated investments to remain effective.

A compelling counterpart to Beijing comes from Green Bay, Wisconsin. The city built a 43-kilometer pipeline in 1957 to supplement aquifers with water from Lake Michigan, which helped ease stress on the groundwater for a time. Growing demand later pushed levels down again, and in 2006 Green Bay completed a much longer, roughly 100-kilometer pipeline to the Great Lakes to restore a sustainable supply.

These cases highlight two realities:

  • Importing surface water can be a rapid way to reduce groundwater withdrawals, but demand management is often needed to prevent re-depletion.
  • Infrastructure investments may need to be phased or expanded as populations and water uses change.
